Ability to mention other users in Noticeboard posts

Add the ability to mention other users using the "@" symbol.

When mentioned, a user will receive a notification, telling them that they have been mentioned.

Initially this will be rolled out to just Noticeboards, but will slowly be included elsewhere in Arc, including Scheduler, Athlete Notes and Messenger.
