Copy From feature a bit clunky

One piece of feedback, from a UI standpoint, is that the "Copy" feature in Arc, when pasting a pre-existing program template into another fresh program, can be frustrating to navigate.

We find that it can be very finicky to navigate all the way to the final tab, in order to copy a program across.
